The political future of Djibouti’s finance minister, Ilyas Moussa Dawaleh, will be decided on 4 March. The ambitious politician is clinging on to his post as secretary-general of Ismail Omar Guelleh’s ruling Rassemblement Populaire pour le Progrès (RPP), whose executive committee is due to be renewed at the party conference next month.
